The French regulatory authority for audiovisual and digital communication, Arcom, has published a financial report for 2023, based on the financial statements of 50 local terrestrial channels.
Context and objectives of the report
Since the law of November 15, 2013 on the independence of public audiovisuel, Arcom has been required to report, in its activity report,on "the development and means of financing local television services". The present document is intended to meet this obligation.
The financial report is based on the following information provided by the channels:
- Annual programming report Checking compliance with obligations to broadcast
- Financial statements (balance sheet, income statement)
- Arcom supplementary questionnaire, detailing the following elements: public resources (COM, other, etc.); private resources (advertising, other, etc.); schedule, broadcasting and news costs; synergies (revenues or costs) for groups publishing several local channels.
Only services authorized to broadcast on the terrestrial network from January 1 to December 31 of the year in question are included in this report. Channels that received their first authorization in the current year and those that ceased operations during the same period are therefore excluded.
