Denis Rapone
Summary
Denis Rapone is a member of the college of the French regulatory authority for audiovisual and digital communication (Arcom). He joined Arcom in January 2022.
A graduate of the Institut d'Études Politiques de Paris and holder of a law degree, Denis Rapone began his career as a magistrate as deputy state prosecutor at the Tribunal de Grande Instance de Meaux, before joining the Ministry of Justice as a magistrate in the Criminal Affairs and Pardons Department. He then joined the General Secretariat of the Government, where he was successively project manager and head of the legislative department, before being appointed technical advisor to the cabinet of Jacques Toubon - then Minister of Justice (1995). He joined the Conseil d'État (1996), before being appointed advisor to the Prime Minister, Jean-Pierre Raffarin (2002).
Director General of the French Superior Audiovisual Council (2004), he was then appointed member of the college of the Autorité de régulation des communications électroniques et des postes (Arcep) (2007). At the end of his term at Arcep, he returned to the Conseil d'État (2013), where he was assigned as rapporteur, first to the Litigation Section and the Public Works Section, then to the Interior Section. Appointed a member of the college of the Haute Autorité pour la diffusion des œuvres et la protection des droits sur Internet (Hadopi) in 2014 for a six-year term, he was elected by the members of this college as president of Hadopi on March 1, 2018. In January 2021, at the end of his term of office, he returned to the Conseil d'État, where he was assigned to the interior section.
At the same time, he taught at the Institut d'études politiques de Paris and the University of Paris-V.
Denis Rapone chairs Arcom's "Protection of rights on the Internet" working group. He is also vice-chairman of the "Pluralisme et déontologie de l'information et des programmes" working group.
