    The ethics of news and programs

    Ethical principles include respect for human dignity, the fight against discrimination, the protection of public order, the honesty and independence of information, the handling of legal cases and respect for the right to privacy.

    Arcom's main mission is to ensure compliance with these principles, which must be reconciled with freedom of communication.

    We also carry out awareness raising and incentive initiatives concerning the integration and training of people with disabilities in the audiovisual media, the development of accessibility quality and the qualitative improvement of on-air representation of disability and people with disabilities.

    Accessibility of services providing access to audiovisual media services

    Since June 28, 2025, the law has entrusted Arcom with the task of ensuring compliance with a certain number of obligations relating to the accessibility of the services of publishers and distributors of audiovisual communication services providing access to audiovisual media services.

    Accessibility of digital sites and services

    The law entrusts Arcom with the task of ensuring compliance with a certain number of obligations relating to the accessibility of digital services, i.e. websites, mobile applications, intranets, etc.

    Book accessibility

    Arcom is implementing a scheme to facilitate access for people with disabilities to books protected by copyright or neighboring rights, requiring publishers to make a digital file available to approved organizations on request, enabling works to be adapted to the specific needs of people with disabilities.

    As part of this "handicap exception" mission, Arcom can issue formal notices to publishers who fail to meet their obligations.

    As of June 28, 2025, Arcom will be responsible for monitoring the accessibility of all Ebooks. All Ebooks and specialized software published after this date will have to be natively accessible, while those published before this date will have to be accessible with effect from June 28, 2030. The law of March 9, 2023, transposing directive 2019/882 of April 17, 2019 on accessibility requirements applicable to products and services, has entrusted Arcom with monitoring these obligations.

    Protection of young people and persons under 18

    We supervise the diffusion of content and ensure the protection of youngsters from infancy onwards.

    Arcom regularly takes direct action with the players involved, and supports parents in their children's use of screens.

    Action for public health

    We ensure that the development of the audiovisual industry goes hand in hand with a high level of protection for the environment and public health.

    Arcom mobilizes the audiovisual media to inform the general public on subjects of general interest, such as health alerts (influenza, heatwaves, etc.), food, the fight against smoking, etc.

    Sport and audiovisuel

    Arcom's aim is to ensure that as many people as possible have access to major sporting events and a diversity of disciplines, while respecting the investment made by channels in acquiring diffusion rights and the interests of competition organizers.

    At the same time, TV channels and radio stations have a role to play and a responsibility to support sports policies, particularly in terms of public health and social cohesion.

    Arcom ensures that publishers contribute to two major public policy objectives: the fight against doping and the protection of those involved in physical activity and sport.

    Promoting the French language

    Arcom's remit for defending and promoting the French language stems from legislation which requires it to monitor the use of French in broadcasts and advertising messages.
