    Arcom guarantees compliance with obligations to broadcast or exhibit audiovisual and cinematographic works, and with investments in cinematic production by service editors.

    We protect works, copyrights and neighbor rights, encourage the development of legal supplies and study public practices and uses.

    Audiovisual, cinematic and musical creation and production

    Arcom is responsible for a range of missions aimed at developing French and European production and creation in the audiovisual media.

    French audiovisuel communication services contribute to the exposure and financing of French and European creation.

    For radio services, this contribution takes the form of quotas for French-language songs.

    For TV channels, it takes the form of diffusion quotas and obligations to invest in original French and European cinematographic and audiovisual works. For on-demand audiovisual media services, these are exhibition and promotion quotas, as well as obligations to invest in the production of cinematographic and audiovisual works of original French and European expression.

    We are committed to ensuring that the obligations of audiovisual players are respected, and in so doing, we are committed to supporting cultural diversity by adapting this scheme to the digital media environment.

    Diffusion obligations for TV channels, radio stations and SMADs established in France

    TV channels, radio stations and on-demand audiovisual media services (SMAD) established in France, both public and private, must abide by the rules of diffusion or exhibition laid down by the law of December 30, 1986 as amended, and the texts adopted in application thereof.

    For the private services concerned, the obligations to broadcast or exhibit are set out in the agreement signed with the Authority.

    Fighting illegal services that show cultural content

    Arcom contributes to the fight agains online piracy by supporting the legal actions of rights holders. Its mission is to publish, after adversary proceedings, a list of services that seriously and repeatedly infringe royalties and neighbor rights.

    Arcom has been endowed with the means to strengthen the scope of pass judgements against illegal services, in order to combat the phenomenon of "mirror sites", i.e. services similar to blocked sites which appear following the implementation of blocking measures, rendering such measures obsolete if not updated.

    Fight agains sports piracy

    Arcom is committed to fighting against sports piracy, and in particular against unlawful live streaming of sports competitions.

    The new scheme, introduced into the French Sports Code, takes account of the urgency inherent in live streaming of audiovisual broadcasts of sporting events, where the damage is instantaneous and irreversible.

    Graduated response: respecting copyright on the Internet

    Graduated response is a scheme designed to ensure respect for copyright on the Internet, firstly by sending warnings and, in the event of failure, by transmitting to the judicial authorities the file revealing facts likely to characterize an infringement of copyright.     Encouraging the development of legal supplies

    Arcom's mission is to"encourage the development of legal supplies", by developing tools to strengthen the visibility and public listing of legal supplies.

    Digital regulation of technological protection measures

    Arcom's mission is to regulate and monitor technological protection measures (TPMs) and the identification of works and objects protected by copyright or neighboring rights. It is also responsible for ensuring that TPMs do not prevent the effective implementation of interoperability, nor hinder the benefit of certain exceptions. In this context, Arcom may be called upon to issue requests for opinions or dispute settlements.

    Ensuring a balance between the protection and exploitation of works on online platforms

    Arcom ensures that intellectual property rights are respected, thanks to a specific liability scheme for platforms that have a major impact on the online cultural content diffusion market.

    Le rôle de l'Arcom en cas de litige relatif à la production audiovisuelle

    La loi confère à l'Arcom une mission de conciliation essentielle pour les acteurs de l'audiovisuel et du numérique, des auteurs aux distributeurs.
