Channels are responsible for the content of the programs they show. Each channel is free to decide which programs it will air, depending on the audience it wishes to reach and the diffusion rights it has acquired, as long as it complies with its obligations.
Arcom does not intervene in their programming.

The frequencies allocated to the French regulatory authority for audiovisual and digital communication allow six multiplexes to be shown in mainland France.
The public audiovisual industry comprises 6 organizations, including 3 national program companies , for which Arcom plays an important role in guaranteeing their independence and ensuring that they carry out their missions properly.
The result of collaboration between Arcom, the French Ministry of Culture, the Centre national du cinéma et de l'image animée (CNC), the Association des Chaînes Conventionnées éditrices de Services (ACCeS) and the Syndicat National de la Publicité Télévisée (SNPTV), the Guide des chaînes et des services is based on statistics, reports and studies produced by each of these bodies.

The agreements are similar to contracts between Arcom, acting on behalf of the State, and service editors. They set out the general and specific obligations incumbent on television services. Public audiovisual service editors are not required to sign an agreement with Arcom. However, they are bound by a set of specifications, the content of which is laid down by decree.

On-demand audiovisual media service
In accordance with article 2 of the French law of September 30, 1986, "an on-demand audiovisual media service (ADMS) is defined as any electronic communication service to the public enabling the broadcast of programmes at a time chosen by the user and on demand, from a catalogue of programmes, the selection and organization of which are controlled by the service editor".
Arcom carries out studies and analyses that shed light on the functioning of the audiovisual and digital industries and contribute to decision-making. Its research focuses in particular on developments in the use, programming and distribution of audiovisual and digital services and content, as well as on media audiences.
