The aim of the Arcep - Arcom digital cluster is to provide in-depth technical and economic analysis of the digital markets that fall within the competence of each of the two authorities, to support them in the implementation of their new regulatory missions in this field.

About Arcom
Arcom is the French regulatory authority for audiovisual and digital communication. It guarantees freedom of communication and oversees the financing of audiovisual creation and the protection of rights. Its regulation extends to online platforms such as social networks and search engines. The mission of the shared digital hub
Created in March 2020, the jointArcep and Arcomdigital cluster aims to deepen the technical and economic analysis of digital markets falling within the competence of each of the two authorities, in particular to support them in the implementation of their new regulatory missions in this field.
How the shared digital hub works
Arcep and Arcom have signed an agreement setting up the joint center and defining how it will operate.
The digital cluster is managed and run by Arcom's Department of Studies, Economic Affairs and Forecasting and Arcep's Markets, Economy and Digital Division. The coordinating role is played alternately by the two directors.
The work program
The joint center's work program was adopted by the colleges of both institutions at a plenary meeting on October 7, 2020. It is structured around 4 axes:
Conduct joint studies on digital issues.
The first part of the work program is to carry out joint studies and share analyses of the challenges posed by digital players and new uses.
Make common reference data available to the general public.
The digital cluster is making provision for the creation of two repositories providing the general public with access to a centralized source of information on different digital practices and the challenges they pose.
Organize workshops between Arcep and Arcom departments.
Experience-sharing workshops are organized on a regular basis to pool best practices from analyses on challenges related to digital and regulation as a whole. The first such workshop was held in July 2020 on data-driven regulation.
Lead work on protecting persons under 18 from online pornographic content.
Arcom and Arcep convene a monthly meeting of the "Comité de suivi sur la " Protection des mineurs contre la pornographie en ligne ". This committee includes all signatories to the protocol of commitments to prevent the exposure of person under 18s to pornographic content.

The common reference framework for digital uses
The aim of the Arcep - Arcom digital cluster's digital usage repository is to aggregate data from multiple sources and develop a global vision of different digital practices.
Terminal Forum
With the spread of Internet access around the world, and in particular mobile Internet access, the number of terminals enabling users to access online services and content has multiplied. Once simple "neutral" tools, they have become a service in their own right, multiplying uses and transforming Internet user practices.
Protecting persons under 18 from online pornography
Under the aegis of Adrien Taquet, Secretary of State for Children and Families, and Cédric O, Secretary of State for the Digital Transition and Electronic Communications, a protocol of commitments to prevent the exposure of minors to online pornographic content was set up in January 2020 to facilitate and promote the use of parental control tools to protect children from such exposure.
This commitment protocol brings together a wide range of players: authorities, associations committed to child protection, Internet service providers, mobile operators, search engines, content publishers and manufacturers of terminals and operating systems. Its implementation is overseen by a monitoring committee made up of all signatories and steered by Arcep and Arcom.
