For terrestrial broadcasting, Arcom identifies the frequencies that can be used to show radio or television services, and issues calls for applications to select the providers of radio and television services it will authorize to use these frequencies. These calls may be preceded by impact studies and public consultations.
Access to the French market for audiovisual media services is subject to modulated regulation, adapted to the different broadcasting and distribution methods. A television or radio station wishing to be shown in France, outside the terrestrial hertzian network, must complete the necessary declaration or agreement formalities with Arcom. Similarly, on-demand audiovisual media services (SMAD) must also be registered with Arcom.
Finally, distributors of audiovisual communication services must also register with Arcom.
