Arcom is the French regulatory authority for audiovisual and digital communication. It guarantees freedom of communication and oversees the financing of audiovisual creation and the protection of rights. Its regulation extends to online platforms such as social networks and search engines.
It accompanies the transformations of the audiovisuel and digital landscape and carries out its missions in the interests of all, professionals and the general public alike.
The major transformations in the audiovisual and digital landscape have necessitated the creation of a new regulator with strengthened and expanded powers to promote the influence, diversity and creativity of the French audiovisual and film industries, and to protect citizens from certain excesses of digital technology.
This regulation is based on a balance between sectors, plurality of supplies and the public interest.
Arcom guarantees freedom of communication and creation, and supports the transformation of the audiovisuel and digital ecosystem. Independent of the government, it acts under the control of the judge and reports to Parliament. It takes its decisions collegially. It is committed to consultation with all stakeholders. Its expertise is based on studies and observations of new uses and public expectations.

The French regulatory authority for audiovisual and digital communication takes its decisions independently and collegially.
Its college is made up of nine members, appointed by five different appointing authorities, for non-renewable six-year terms.

After demonstrating its ability to transform audiovisual and digital communication regulation in 2022, the French regulatory authority for audiovisual and digital communication is adopting a strategic project and sharing its 2023-2025 priorities with the public.
The Authority's project is structured around four key objectives:
Six years of transformation for the audiovisuel and digital communications regulator
Under the presidency of Roch-Olivier Maistre, the French Superior Audiovisual Council (French Superior Audiovisual Council), now the French regulatory authority for audiovisual and digital communication (Arcom), has transformed itself to embrace all the developments at work in the French audiovisual and digital communication landscape.
With 6 major European directives and regulations and a dozen national laws, the institution's remit has expanded massively. Deployment of digital terrestrial radio and modernised digital terrestrial television, inclusion of video streaming platforms in the scope of regulation, strengthening the fight against piracy, renewed initiatives in favor of on-air parity and diversity, program accessibility and protection of persons under 18, renewed control of respect for plurality, energy sobriety and digital sovereignty: for six years, the regulator has seized its new powers and accompanied media developments with asserted independence.
Arcom provides local regulation and is present as close as possible to the local audiovisuel sector, in mainland and overseas France, through 16 delegations spread across the territories.
These delegations are managed and coordinated by a regional secretariat.
Regulation in the audiovisuel and digital sectors takes place within a European framework, and is based on close cooperation with regulators in other EU member states.
Arcom also maintains regular relations with its counterparts, and every year welcomes numerous foreign delegations to Paris to learn about its role and operations.
The public audiovisual communication sector comprises 6 organizations , including 3 national program companies , for which Arcom plays an important role in guaranteeing their independence and ensuring that they carry out their missions properly.
The aim of the joint Arcep - Arcom digital unit is to provide in-depth technical and economic analysis of the digital markets that fall within the competence of each of the two authorities, to support them in the implementation of their new regulatory missions in this field.
