    Digital barometer - 2022 edition

    Jointly piloted by the French regulatory authority for audiovisual and digital communication (Arcom), the French regulatory authority for electronic communications, post and press distribution (Arcep), the Conseil Général de l'Economie (CGE) and the Agence Nationale de la Cohésion des Territoires (ANCT), and carried out with the Centre de recherche pour l'étude et l'observation des conditions de vie (Credoc), the Digital Barometer is a benchmark study of the diffusion of information and communication technologies in French society.

    Subscription video-on-demand supply

    The French regulatory authority for audiovisual and digital communication, in close association with Arcep, and with the support of the Competition Authority and the CNC, have been examining the effects of the multiplication of SVOD services by contract, and more generally of pay audiovisual supplies, on the strategies of operators and the behavior of consumers. As part of this work, Arcep was able to contribute its expertise in the technical infrastructures for routing these flows, and in the challenges of good accessibility and service quality.

    The environmental challenges of audio and video diffusion and distribution

    This work will enable us to examine in greater depth the environmental challenges posed by the consumption of online services and the broadcasting of content over the airwaves. They will strengthen the expertise and work of the two authorities in their respective fields. ADEME will certainly be involved in this process.

    The principles and economic challenges of algorithmic notices

    Following on from the initial work undertaken by Arcom, the digital cluster will be looking at the principles behind the construction and operation of digital platform recommendation algorithms. The study will also examine the economics of algorithmic notices, particularly advertising.

    Workshops

    The experience-sharing workshops set up as part of the joint Arcep - Arcom digital cluster have two objectives:

    • to discuss new challenges, new missions and new methods of analysis and regulation linked to digital technology;
    • to exchange information on the respective activities of each authority and identify transferable methods.

    A first workshop was held in July 2020 on data-driven regulation, with others scheduled for early 2021.
