2021 pay-TV channel review (second wave): examination of compliance with obligations to broadcast works of art

Arcom examined 32 channels'compliance with their obligations to broadcast cinematographic and audiovisual works.
Following this review, the Authority decided to :
- to warn the service editors Trace Africa and Trace Urban against any renewed failure to meet their diffusion quotas for European audiovisual works (Trace Africa and Trace Urban), including those of original EOF (Trace Urban);
- to demand that the service editors Autoplus TV, Gourmand TV, Top Santé TV and Sport en France comply in future with their obligation to provide a report containing all information relating to the conditions of performance of their contractual programming commitments;
- demand that the Action service editor comply with its regulatory and contractual obligations concerning the broadcasting of cinematic works and films on Saturday evenings;
- to demand that the service editors Eurosport France 1 and Eurosport France 2 comply with their regulatory and contractual obligations to show original French-language audiovisual works;
- to ask the publisher of the Mandarin TVservice to comply in future with its contractual obligation to respect the provisions of article 17 of the European directive of March 10, 2010 on audiovisual media services.
