Arcom deliberation of October 25, 2023 amending the deliberation of November 18, 2015 concerning the setting of rules for sharing the radioelectric resource for terrestrial digital terrestrial television multiplexes.
The French regulatory authority for audiovisual and digital communication,
Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication, in particular articles 22, 25, 30-1, 30-1-1, 30-2 and 30-3;
Having regard to the modified decree of December 24, 2001 on digital terrestrial television, setting the characteristics of transmitted signals;
Having regard to deliberation no. 2015-33 of November 18, 2015 of the French Superior Audiovisual Council relating to the setting of radioelectric resource sharing rules for terrestrial digital terrestrial television multiplexes;
Having regard to the responses to the public consultation on preparing for the launch of DTT services in ultra-high definition conducted from July 21 to September 13, 2023;
Considering the following:
The technical settings proposed in the public consultation referred to above, for the modulation of television services shown on digital terrestrial television according to DVB-T2 norms in mainland and overseas France in the 470-694 MHz frequency band, define, for a multiplex, a useful bit rate of between 34 and 35 megabits per second. The responses to this consultation show that, under these conditions, it is necessary to make provision for 160 mbps for television services shown in high definition (HD) and using contrast and color space enhancement ("HDR"), and 330 mbps for those shown with ultra-high definition (UHD) resolution.
After deliberation,
Decides :
Art. 1. - Article 1 of deliberation no. 2015-33 referred to above is amended as follows:
- the words "in MPEG-4 SD" are replaced by the words "according to DVB-T and MPEG-4 norms and in SD format";
- the words "in MPEG-4 HD" are replaced by the words "according to DVB-T and MPEG-4 norms and in HD format";
- in the 4th paragraph, the words "France 3" are replaced by the words "France 3";
- after the 4th paragraph, two paragraphs are inserted as follows:
"160 thousandths for television services shown in DVB-T2 and HEVC norms and in HD-HDR format;"
"330 thousandths for television services diffused according to DVB-T2 and HEVC norms and in UHD format.
Art. 2 - The provisions of the present resolution are applicable in New Caledonia, French Polynesia, Wallis and Futuna and the French Southern and Antarctic Territories.
Art. 3 - The present resolution will be published in the Journal officiel de la République française.
