The French regulatory authority for audiovisual and digital communication,

Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication;

Having regard to the decree of June 9, 2024 dissolving the French National Assembly;

Having regard to decree n°2024-527 of June 9, 2024 convening the electorate for the election of deputies to the French National Assembly ;

Having regard to deliberation no. 2011-1 of January 4, 2011 relating to the principle of political plurality in radio and television services during election periods;

After deliberation,

Adopts the following notice:

On January 4, 2011, the French Superior Audiovisual Council adopted a resolution applicable to radio and television services during election periods. The present notice supplements this deliberation for the legislative elections scheduled for June 30 and July 7, 2024.

It applies to all radio and television services, whatever their broadcasting method by any electronic communication process, from Tuesday June 11, 2024 until the day on which the election is won.

It does not apply to services which, exclusively accessible via online public communication, are devoted to the election propaganda of candidates or the political parties and groupings which support them.

1. Treatment of election-related news

In accordance with deliberation no. 2011-1 of January 4, 2011 on the principle of political plurality in radio and television services during election periods:

  • when dealing with an electoral district concerned by the election, radio and television services ensure that candidates, personalities or the political parties and groupings that support them benefit from fair presentation and access to the airwaves;
  • where coverage of the election extends beyond the managers of the electoral districts concerned, broadcasters ensure that political parties and groups presenting candidates and their supporters have fair presentation and access to the airwaves.

In its assessment of compliance with the principle of fairness, the Authority takes account of the representativeness of candidates, assessed, in particular, on the basis of the results obtained at the last election of deputies to the French National Assembly and at the most recent elections by the candidates or by the political parties and groupings that support them, and on the basis of indications from opinion polls; the Authority also takes account of the contribution made by each of the candidates and the political parties or groupings that support them to animating the electoral debate.

2. Recording of speeches

1° Publishers record the speaking times of candidates, political parties and groupings and their supporters in all their programs.

2° For the first round, the times recorded are cumulative from Tuesday June 11, 2024 to the Friday preceding polling day, with the exception of Guadeloupe, French Guiana, Martinique, French Polynesia, Saint-Barthélemy, Saint-Martin and Saint-Pierre-et-Miquelon, where they are cumulative up to and including Thursday June 27 preceding polling day.

3° For the second round, the times recorded are accumulated from Monday, July 1, 2024 to the Friday preceding polling day, with the exception of Guadeloupe, French Guiana, Martinique, French Polynesia, Saint-Barthélemy, Saint-Martin and Saint-Pierre-et-Miquelon, where they are accumulated from Sunday, June 30 to Thursday, July 4 inclusive, preceding polling day.

3. Transmission and publication of statements of operations

1° The following services electronically transmit to the French regulatory authority for audiovisual and digital communication, the speaking time counts of candidates, political parties and groupings and their supporters recorded in their programs:

  • TF1 ;
  • France Télévisions (France 2, France 3 for its national and regional programs, France 5, franceinfo:, overseas France La 1ère (radio and television)) ;
  • Canal + for its free-to-air programs;
  • M6 ;
  • BFM TV ;
  • CNews ;
  • LCI ;
  • C8 ;
  • TMC ;
  • RMC Découverte ;
  • RMC Story ;
  • Radio France (France Inter, France Info, France Culture, France Bleu) ;
  • RTL ;
  • Europe 1 ;
  • RMC ;
  • BFM Business ;
  • Radio Classique ;
  • Sud Radio ;
  • France 24 (in French) ;
  • Euronews ;
  • TV5 Monde (for its own programs) ;
  • RFI ;
  • local terrestrial broadcasting services.

2° For each period mentioned below, transmission of speaking times takes place on the following dates:

3° Statements sent by national publishers concerning the speaking time shown during election coverage are posted on the Authority's website.

4. Obligations concerning other publishers

Other publishers shall provide the Authority, at its request, with all information relating to the contributions of candidates, political parties and groupings and their supporters.

5. Retention and transmission of other information

Publishers are required to keep audio and video recordings of programmes shown during the period covered by this notice, and to make them available to the Authority on request.

This notice will be published in the Official Journal of the French Republic.
