Kivu, la guerre sans fin" documentary shown on August 29, 2024: intervention with TF1
Arcom was alerted to the documentary "Kivu, la guerre sans fin", shown on the TF1 8pm news broadcast on August 29, 2024.
It considered that the documentary contained images that were difficult to sustain, as well as eyewitness accounts of particularly dramatic events. Although the documentary pursued a significant information objective by highlighting a war little known to the general public, it should have been preceded by a prior warning to the public.
The Authority also considered that the faces of the child soldiers testifying in the documentary had not been sufficiently blurred, exposing them to the risk of reprisals. It also considered that the channel's publisher had failed to respect the rights of the individual, in particular the right to an image. The child soldiers appearing drugged in the documentary should have been anonymized.
Consequently, the Authority demanded that the channel's publisher ensure, in future, compliance with the obligations arising from its agreement as well as article 1 of the notice of June 7, 2005 and article 4 of the deliberation of April 17, 2017.
