Arcom has been alerted to a segment of the Les Informés du matin programme shown on France Info on May 28, 2021, devoted to the speech made by the President of the Republic in Kigali the previous day on France's responsibilities in the Tutsi genocide.

Generally speaking, it is not competent to arbitrate the different interpretations to which the evocation of historical facts in the audiovisual media may give rise. Its role is to ensure that publishers comply with their legal and regulatory obligations.

The Authority noted that the program's editorialists had debated the meaning to be given to the President's action in terms of its memorial and diplomatic challenges, rather than the events themselves. It also noted that negative political reactions to the President's speech had been reported on air.

Consequently, the Authority did not take any action against the publisher.
