The Minister of the Economy, Finance and Industry, the Minister of Culture and Communication and the Secretary of State for Industry,
Having regard to Directive 95/47/EC of the European Parliament and of the Council of 24 October 1995 on the use of norms for the transmission of television signals;
Having regard to the law of May 24, 1941 on the status of standardization;
Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication;
Having regard to Decree no. 84-74 of January 26, 1984, as amended, establishing the status of standardization;
Having regard to opinion n° 2001-7 of the French Superior Audiovisual Council dated July 24, 2001,
Having regard to opinion no. 2005-4 of the French Superior Audiovisual Council, dated May 10, 2005, concerning proposed modifications to three technical decrees concerning digital television,
Considering opinion n° 2010-05 of the French Superior Audiovisual Council dated March 16, 2010,
Vu l'avis n° 2015-16 du Conseil supérieur de l'audiovisuel en date du 30 septembre 2015,
Arrêtent :
Art.1. -The present order sets the technical characteristics of signals transmitted for the supply of television services shown by terrestrial hertzian channel in digital mode other than personal mobile television.
The provisions laid down by additions or modifications to the norms referred to in the present decree which are confirmed after the date of entry into force of the present decree apply to the present decree.
Art. 2 - Digital terrestrial broadcasting of services is carried out in accordance with European norms EN 300 744, as defined in document TR 101 190.
However, for services broadcast in ultra-high definition or for national services broadcast on a radioelectric resource summoned to a company whose first authorization under article 30-2 of law no. 86-1067 of September 30, 1986, as amended, was granted after April 5, 2016, digital terrestrial broadcasting of services is carried out in accordance with European standard EN 302 755, as defined in document TS 102 831.
Synchronization of isofrequency networks is carried out in accordance with technical specifications TS 101 191 or TS 102 773.
The coding of services, associated data and information relating to the signaling of broadcast services and conditional access is carried out in accordance with norms :
- EN 300 468, as defined in TS 101 211 and TS 101 162 ;
- ISO/IEC 13818-1, as defined in TS 101 154;
- EN 301 192, as defined in TR 101 202.
The signal shown includes service information relating to the services it carries, as well as information relating to services carried on other frequencies destined for its diffusion zone. The diffusion signal includes information on current and subsequent events relating to the services it carries.
The diffusion signal includes the logical number of the service assigned by the French Superior Audiovisual Council.
The diffusion signal includes the parental control information defined in European standard EN 300 468.
Art. 3 - Video coding for television services complies with standard ISO/CEI 14496-10.
The coding of the audio description component and of at least one other sound component of television services whose financing does not summon payment from users complies either with standard ISO/CEI 13818-3 or with standard TS 102 366.
However, for services broadcast in ultra-high definition and for services whose diffusion is carried out in accordance with European standard EN 302 755 :
- video coding complies with ISO/IEC 23008-2 ;
- the coding of the audio description component and at least one other sound component of television services whose funding does not summon payment from users complies with either ISO/CEI 14496-3 or TS 102 366.
Subtitles are encoded in accordance with ETS 300 743.
Signaling and application security information is encoded in accordance with European standard TS 102 809.
When service editors use means for interactivity that are not inventoried in the TS 102 796 standard, they must inform the French Superior Audiovisual Council, before the services are authorized, in accordance with article 30-1 of law no. 86-1067 of September 30, 1986, as amended, of the standards they wish to use and the specifications to which these standards conform. These standards are open and non-proprietary.
Service editors shall inform the French Superior Audiovisual Council of their actual use of the TS 102 796 standard and, where appropriate, of the standards they have chosen under the preceding paragraph.
Art. 4 - Signal scrambling must use the common scrambling algorithm administered by the European Telecommunications Standards Institute, in accordance with the proceedings set out in the documentation booklet listed under ETR 289.
Art. 4-1. -The present order is applicable in Wallis and Futuna, French Polynesia, New Caledonia and the French Southern and Antarctic Territories.

Transitional provision specific to the order of November 5, 2015:
"The present order is effective from April 5, 2016, and is binding from that date on service editors holding an authorization for the diffusion of their television services by terrestrial hertzian means.
However, and by way of derogation from the preceding paragraph, the video coding of national television services with local opting out shown in simple definition may, until October 5, 2016, remain compliant with standard ISO/IEC 13818-2."
