Arcep's decision framing the fourth round of ex ante regulation of the upstream wholesale market for DTT diffusion services expired on December 17, 2018. The French Superior Audiovisual Council was asked for its opinion by the Authority on November 26, 2018 on its proposed extension of its latest market analysis decision.
The Council issued its opinion on December 12, 2018, and welcomed Arcep's proposal to extend the last ex ante market regulation decision. Indeed, the Conseil considers that the effects of TDF's takeover of Itas Tim can only really be assessed following the renewal of the diffusion contracts that will be concluded between now and 2020-2021. The Conseil therefore considers it important to be able to guarantee the continuity of market regulation at least until that date.
In addition, in its opinion, the Conseil considers that maintaining ex-ante regulation is all the more important to ensure continuity in access to television for all, through the effective combination of television reception modes for the benefit of viewers and videonauts in a context of technological transition (rollout of very high-speed networks, modernised DTT platform, rollout of DAB+, etc.).
The DTT platform offers numerous advantages and real added value, which explains its central position in French households, where consumption of linear TV content remains strong.
