After deliberation, the French Superior Audiovisual Council (Conseil supérieur de l'audiovisuel) has been asked to give its opinion, in accordance with article 48 of the amended law of September 30, 1986 on freedom of communication, on a draft decree approving amendments to the mission and obligations specifications of Radio France internationale, Radio France, Réseau France Outre-mer, France 2, France 3 and France 5. It is in favor of the measure to draw the regulatory consequences of the disappearance of the legal monopoly of TéléDiffusion de France.
In addition, the Conseil considers that it would be advisable to explicitly mention in the specifications of France 2, France 3 and France 5 the option for these services to choose the most efficient means of diffusion, notably in terms of geographical coverage and broadcasting cost, to fulfill their missions as set out in article 43-11 of the amended law of September 30, 1986.
Lastly, the French Superior Audiovisual Council believes that the modification of the mission statements and specifications of national program companies could provide an opportunity to incorporate a scheme designed to ensure that their programming reflects the diversity of origins and cultures in contemporary French society. It would thus be desirable to make provision for effective on-air representation of the different components of the national community.
