The French Superior Audiovisual Council (Conseil supérieur de l'audiovisuel), meeting in plenary session on April 13, 2010, was asked by the government on March 25, 2010, to issue a favorable opinion on a draft decree on technical assistance for certain households to ensure continuity of reception of free-to-air television services.

Nevertheless, the Council points out that, in light of initial experience with the switchover to "all-digital" television, the age limit set to qualify for assistance could be lowered. Very few demands for technical assistance have been inventoried, but many households, not eligible, would have needed it. The Council would therefore like the age limit to be set at 65.
