The Prime Minister,
Having regard to the amended Act of September 30, 1986 on freedom of communication, in particular article 99;
Having regard to decree n° 2006-502 of May 3, 2006 creating the strategic committee for digital ;
Having regard to the public consultation conducted by the French Superior Audiovisual Council;
Having regard to the contribution of the French Superior Audiovisual Council dated April 15, 2008;
Having regard to the opinion of the French Superior Audiovisual Council dated November 25, 2008;
Having regard to the observations submitted by the members of the France Télé Numérique public interest group on December 3, 2008,

Arrête :
