Decree of December 27, 2001 on the characteristics of equipment for receiving services shown by digital terrestrial broadcasting (OJ of 30.12.2001), modified by the decree of May 26, 2005 (OJ of 27.05.2005).

Having regard to Directive 95/47/EC of the European Parliament and of the Council of 24 October 1995 on the use of norms for the transmission of television signals;
Having regard to Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services, and in particular notification no. 2001/289/F ;
Having regard to the law of May 24, 1941 on the status of standardization;
Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication;
Having regard to Decree no. 84-74 of January 26, 1984, amended, establishing the status of standardization;
Having regard to opinion no. 2000-7 of the French Superior Audiovisual Council dated July 24, 2001,
Decree :
Article 1
In the absence of any information to the contrary, this order sets out the minimum technical specifications to be met by set-top boxes marketed in France for the reception of services shown on digital terrestrial radio, in accordance with standard EN 300 744.
The provisions laid down by additions or modifications to the norms referred to in the present order, which are confirmed after the date of entry into force of the present order, apply to the present order.
Article 2
The receiving terminals referred to in Article 1 enable, under the conditions defined by standard IEC/CENELEC 62216-1, the reception of all digital television signals meeting the technical specifications defined by the decree of December 24, 2001 relating to terrestrial digital terrestrial television, fixing the characteristics of the signals transmitted, whether these are transmitted within the framework of multi-frequency or isofrequency networks, on the channels of the VHF III, UHF IV or UHF V bands, whatever the modulation mode used.
In accordance with IEC/CENELEC standard 62216-1, the receiving terminals referred to in Article 1 can display the list of available services, select a particular service, and display information relating to the identification of this service and the content of current and subsequent events on the selected service when this information is present in the signal.
Unless the user specifically intervenes, the receiving terminals referred to in Article 1 order the services according to their logical number.
The set-top boxes referred to in article 1 enable the implementation of parental control using the information defined by European standard EN 300 468.
Article 3
The set-top boxes referred to in Article 1 are able to display the video component of television services whose financing does not summon payment from users and which are not shown in high-definition format, as well as free-to-air channels shown in accordance with the specifications of ISO/IEC 13818-1 and ISO/IEC 13818-2 standards for television services whose financing does summon payment from users, under the conditions defined in IEC/CENELEC 62216-1 standard, Receiver terminals with a screen are considered to be a combination of a decoder and a separate screen of the same format.
If the television service being shown includes several sound components, the receiving terminals referred to in Article 1 enable at least one of them to be selected and played back, in accordance with standard ISO/IEC 13818-3.
The receiving terminals referred to in Article 1 enable the selection and display of subtitles when they are present in the received signal, in accordance with IEC/CENELEC 62216-1, particularly those intended for the hearing impaired.
