Decree No. 2007-789 of May 10, 2007 issued for the application of Article 97 of Law No. 86-1067 relating to freedom of communication
The Prime Minister,
On the report of the Minister of Culture and Communication,
Having regard to Law no. 86-1067 of September 30, 1986, as amended, on freedom of communication, in particular articles 30-1 and 97;

Decree:
Article 1
Within the period stipulated in article 97 of the aforementioned law of September 30, 1986, each service editor mentioned in this article may make commitments to the Conseil Supérieur de l'Audiovisuel concerning coverage of mainland France in addition to those to which they committed when their initial authorization was issued, and for which the terms and timetable for implementation are established by the Conseil Supérieur de l'Audiovisuel.
Article 2
The French Superior Audiovisual Council extends the authorization issued to the service editor under the following conditions:
1° Three years in return for a commitment to extend the service's geographical diffusion area to a portion of the country with a census population equivalent to 91% of the population of mainland France;
2° Four years in return for a commitment to extend the service's geographical diffusion area to a portion of the territory where the surveyed population is 93% of the population of mainland France;
3° Five years in return for a commitment to extend the service's geographical diffusion area to a portion of the territory where the surveyed population reaches 95% of the population of mainland France.
Article 3
The Minister of Culture and Communication is responsible for the execution of the present decree, which will be published in the Journal officiel de la République française.
