Deliberation of December 11, 2013 relating to the setting of rules for determining the sum of populations served by a radio service authorized in analog mode by terrestrial radio in order to monitor compliance with the schemes of the first paragraph of article 41 of law no. 86-1067 of September 30, 1986
The French Superior Audiovisual Council,
Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication, in particular articles 18, 41 and 41-3;
Having regard to law no. 2002-276 of February 27, 2002 on local democracy, in particular articles 156 and 157;
After deliberation,
Decides :
Art. 1. - To monitor compliance with the provisions of the first paragraph of article 41 of law no. 86-1067 of September 30, 1986, the Conseil determines the total population covered by providers of radio services authorized for analog terrestrial broadcasting.
To do this, it bases itself, on the one hand, on the population figures authenticated by decree issued in application of the law on local democracy and, on the other hand, on the technical settings listed in the appendix.
Art. 2- The present decision will be published in the Journal officiel de la République française.

Frequency-modulation terrestrial services
The calculation method for services shown in FM is based on the following elements:

Amplitude-modulated terrestrial services
The additional coverage offered by AM broadcasting is calculated as of the coverage contour measured at a threshold of 77 dBµV/m.
