The French regulatory authority for audiovisual and digital communication,

Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication, and in particular Article 47-4 ;

Vu le décret n° 2009-796 du 23 juin 2009 modifié fixant le cahier des charges de la société nationale de programme France Télévisions ;

Vu le décret n° 2009-1263 du 19 octobre 2009 portant approbation des statuts de la société nationale de programme France Télévisions, notamment son article 10;

Having regard to Constitutional Council decision no. 2000-433 DC of July 27, 2000;

Having regard to the reasoned opinion on the results of France Télévisions for the period 2020-2024, drawn up on January 29, 2025 by the French regulatory authority for audiovisual and digital communication;

After deliberation,

Decides:

The French regulatory authority for audiovisual and digital communication adopts the following procedures for appointment to the presidency of France Télévisions, as provided for in article 47-4 of the aforementioned law of September 30, 1986:

Nominations must be sent to the Authority exclusively by e-mail, for the attention of the Chairman of the French regulatory authority for audiovisual and digital communication, at the following address. The subject line of the e-mail should read "Nomination proceedings for the presidency of France Télévisions - Personal and confidential", and the attachments should include all the information specified below. An acknowledgement of receipt will be sent to each application received. These applications will be received until April 18, 2025 at 12 noon.

Applicants must provide the strategic plan required by law.

The application must also be accompanied by a declaration on honour, which can be downloaded from the Authority's website, guaranteeing that the candidate is up to date with his or her tax obligations, and is not in a situation of interference with or dependence on any public or private interests, particularly with regard to any commitments he or she may have entered into, of such a nature as to influence or appear to influence, in any way and at any time, the independent, impartial and objective exercise of the function, and attesting that he or she is aware of the legislative and regulatory obligations in force, including in particular those provided for by Law no. 2013-907 of October 11, 2013, as amended, on the transparency of public life.

Any application that does not meet the above requirements will be inadmissible.

The strategic project should not exceed 30 pages, including appendices. Applicants must ensure that their strategic plan sets out the levers they intend to use to enable France Télévisions to fulfil its mission and meet the major challenges it faces today, as outlined in the above-mentioned reasoned opinion of January 29, 2025, in particular the uniqueness and impartiality of the public service, the ability to ensure the company's financial sustainability, and the development of cooperative ventures with other national program companies.

The application must also be accompanied by all documents attesting to the candidate's skills and experience, in particular a CV and covering letter.

With effect from the publication of the present deliberation, persons considering becoming candidates and those who have submitted an application file shall refrain from any direct or indirect contact with members of the college.

From among the admissible applications, the Authority will draw up, by a majority of its members and by secret ballot, a list of candidates who will give rise to a hearing. This list will be made public no later than May 5, 2025.

The hearings will take place as of May 12, 2025. Each hearing will consist of two parts:

- a presentation by the candidate of his or her strategic project, followed by an initial discussion with members of the college, lasting no more than one hour; this part of the hearing will be recorded;

- a discussion between the candidate and the members of the panel; lasting no more than one hour, this will take place in camera, under the provisions of recital 14 of the above-mentioned decision of the Conseil constitutionnel of July 27, 2000.

At the end of all the hearings, the full recordings of the first parts of the hearings and the strategic plans of the candidates interviewed will be made available on the Arcom website.

The Authority will decide on the nomination for the presidency of France Télévisions by a majority of its members and by secret ballot, on the basis of the criteria laid down by law, no later than May 22, 2025.

In accordance with the law, reasons will be given for this decision. It will also be published.

This decision will be published in the Journal officiel de la République française.
