On Monday January 23, Arcom Chairman Roch-Olivier Maistre presented the Authority's strategic plan for 2025 at the 2023 New Year's event.

After demonstrating its ability to transform audiovisual and digital communication regulation in 2022, the French regulatory authority for audiovisual and digital communication is adopting a strategic project and sharing its 2023-2025 priorities with the public.

The Authority's project is structured around four key objectives:

  • to protect audiencesever more effectively
  • further support the transformation of the audiovisual and digital industries
  • participate in the construction of European regulation
  • continue to modernise its operations

Created on January 1, 2022, Arcom is celebrating its first year of existence. This new institution is evolving in a rapidly changing audiovisuel and digital landscape, marked by considerable technological advances, the arrival of international players and rapidly developing audience habits.

The scope of its missions and their importance in terms of social cohesion challenges - representation of the diversity of society on screen, preservation of plurality, fight agains false information, protection of creativity... - create strong and legitimate expectations of the regulator.

In view of the rapid changes taking place in our environment, we have decided, together with the Board and the Authority's departments, to draw up a strategic project to share our priorities for 2025. These priorities can be broken down into four objectives: to protect the public ever more effectively, to support the transformation of the audiovisual and digital industries, to participate in the construction of a European regulation system, and to continue modernising our operations. These four objectives should help us to build the future of audiovisuel and digital regulation together.

With this approach, we wish above all to reaffirm our priority: to be useful to the public. Far from being a mere guardian of norms, Arcom works every day to ensure that all French people have access, throughout the country, to a quality audiovisual supply that entertains, interests and represents them, to a plurality of programs and points of view, to reliable and independent information; Arcom is committed every day to ensuring that everyone can surf the Internet in confidence and security, that culture is paid its fair value, and that sport retains, through its place on the airwaves, its unifying role.

With the creation of Arcom, we have demonstrated our collective ability to transform audiovisual and digital regulation: today, we wish to go even further to anticipate new developments and prepare tomorrow's model together.
