Deliberation no. 2013-7 of April 23, 2013 on the procedures for recording and transmitting the time spent by political figures on radio and television broadcasts
French Superior Audiovisual Council,
Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication, in particular articles 1, 3-1 and 13;
Having regard to deliberation no. 2009-60 of July 21, 2009 on the principle of political plurality in radio and television services;
Having regard to deliberation no. 2011-5 of January 18, 2011 relating to the procedures for recording and transmitting time spent by political figures on radio and television services;
After deliberation,
Resolves:
Article 1
The following providers of radio and television service editors record the time spent each month by political figures on their airwaves:
Television: TF1, France 2, France 3 (for its national programs), France 4, France 5, Canal + (for the non-encrypted part of its programs), M6, D8, TMC, NT1, BFM TV, I>Télé, LCI.
Radio: Europe 1, France Culture, France Info, France Inter, Radio Classique, RMC, RTL, BFM Business.
A distinction is made between political appearances on :
- news broadcasts and bulletins;
- magazines;
- other programs.
Times are transmitted to the French Superior Audiovisual Council by the end of the month following the statement of interventions at the latest.
Article 2
The service editors referred to in Article 1 shall allocate speaking times to political parties and personalities in compliance with the categories of the principle of political plurality as set out in Article 1 of the aforementioned decision of July 21, 2009.
The statements sent to the Board by the providers of radio services specify:
- the duration of the interventions recorded each day on their airwaves;
- a breakdown of each political party's speaking time.
The statements sent to the Board by television service editors show:
- the duration of interventions in each program;
- the speaking time recorded for each politician.
Article 3
Providers of radio and television services other than those mentioned in Article 1, including local service editors, shall, at the request of the French Superior Audiovisual Council, provide a record of the speaking time of political figures for the period indicated by the Council.
Article 4
The present decision will be effective from July 1, 2013. Decision no. 2011-5 of January 18, 2011 relating to the terms and conditions for recording and transmitting time spent by political figures on radio and television is abrogated on the same date.
Article 5
The present decision will be published in the Journal officiel de la République française.
