The French Superior Audiovisual Council,

Having regard to Act no. 83-634 of July 13, 1983, as amended, on the rights and obligations of civil servants, together with Act no. 84-16 of January 11, 1984, on statutory provisions relating to the French State civil service;

Having regard to decree no. 2006-781 of July 3, 2006 setting the terms and conditions for the payment of expenses incurred by the temporary travel of State civil servants;

Having regard to Decree no. 2014-382 of March 28, 2014 on the organization and operation of the French Superior Audiovisual Council, in particular Article 3, 11°,

Decides:

Article 1

The Chairman of the French Superior Audiovisual Council may summon, for the performance of missions, studies and expert appraisals, external collaborators belonging or not belonging to the administration, active or retired, who provide him with their assistance on a continuous or intermittent basis, in addition to their main occupation.

Article 2

The remuneration granted to the person in charge of the activities mentioned in Article1 is equal to the product of a basic monthly or flat-rate amount and a modulation coefficient.

Article 3

The gross base amount is equal to :

  • 2,000 euros if the allowance is paid as a lump sum ;
  • 600 euros if paid monthly.

Article 4

The coefficient mentioned in article 2 is between 0.5 and 5. It is set taking into account the complexity of the assignment or appraisal, its duration (including preparation time), the foreseeable workload, and the skills and qualifications of the external collaborators.

Article 5

The persons mentioned in Article1 are entitled to reimbursement of travel and subsistence expenses incurred in the course of their duties, in accordance with the rules laid down by the French Superior Audiovisual Council. Travel is subject to prior authorization by the Director General of the French Superior Audiovisual Council.

Article 6

The decision to entrust an external collaborator with a mission, study or expert appraisal is taken by the Chairman of the French Superior Audiovisual Council. This decision specifies the purpose of the assignment, its duration, sets the modulation coefficient and indicates whether the allowance will be paid on a monthly or lump-sum basis. At the end of the assignment, the Director General of the French Superior Audiovisual Council certifies its completion, on the basis of a report or minutes drawn up by the external collaborator.

Article 7

The present resolution will be published in the Official Journal of the French Republic.
