French Superior Audiovisual Council notice no. 2021-12 of September 15, 2021 concerning the performance report on the contracts of objectives and means of France Télévisions, Radio France and France Médias Monde for the year 2020.

Preamble

For the first time, the contracts of objectives and means (COM) signed by France Médias Monde, France Télévisions and Radio France for the period 2020-2022 are based on a strategic manager common to all three companies, followed by objectives specific to each of them. The Board has chosen to report on the execution of these contracts in a single opinion, which follows the same structure.

The year 2020 is atypical in several respects. The new COMs were negotiated during 2020, and are due to come into effect in the first half of 2021. In a way, therefore, they have been applied in advance, in parallel with their design. The Board regrets this situation, and underlines the difficulty of carrying out the evaluation work required by law in such circumstances. In addition, this year was marked by the health crisis, which called for adjustments to the usual schedule, weighed on the economy of players and accelerated the digital transformation of companies.
