Opinion no. 2010-09 of April 13, 2010 on a draft amendment to the decree implementing article 102 of law no. 86-1067 of September 30, 1986 relating to the fund to support the continuity of reception of free-to-air television services after the end of their analog diffusion

On March 25, 2010, the French Superior Audiovisual Council (Conseil supérieur de l'audiovisuel), meeting in plenary session on April 13, 2010, was asked by the French government to amend the decree implementing article 102 of law no. 86-1067 of September 30, 1986, relating to the fund to support the continuity of reception of free-to-air television services after the end of their analog broadcasting. It issued a favorable opinion.

Nevertheless, the Conseil emphasizes that, in regions where television reception scheme installation professionals have not yet been asked by the France Télé Numérique public interest group to sign a charter of good conduct and transparent rates, the prices observed for satellite reception installation appear to be much higher than the 250 envisaged by the present draft decree. The Conseil, anxious to avoid abuses resulting from the process for which it is responsible, therefore hopes that France Télé Numérique will be able to communicate to the public, as soon as possible, the list of professionals committed to respecting the rules of good conduct set out, throughout mainland France, by the charter it has drawn up.

In addition, as analog terrestrial television broadcasting is due to cease in overseas France by November 30, 2011 at the latest, the Conseil believes it is imperative to rapidly take the necessary steps to enable state subsidies to be granted in these territories, especially as the first digital television multiplex will be available there as early as November 2010.
