Recommendation no. 2012-04 of February 14, 2012 from the French Superior Audiovisual Council to radio and television services shown in Saint-Pierre-et-Miquelon in view of the election of territorial councillors for Saint-Pierre-et-Miquelon on March 18 and 25, 2012.

The French Superior Audiovisual Council,
Having regard to the Electoral Code, in particular Book VI;
Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication, in particular article 16;
Having regard to decree no. 2011-1889 of December 14, 2011 convening voters for the election of territorial councillors for Saint-Pierre-et-Miquelon;
Having regard to deliberation no. 2011-1 of January 4, 2011 relating to the principle of political plurality in radio and television services during election periods;
Having regard to the opinion of the Executive Council of Saint-Pierre-et-Miquelon dated February 7, 2012;
After deliberation,
Adopts the following notice:

On January 4, 2011, the French Superior Audiovisual Council adopted a resolution applicable to radio and television services during election periods, which applies during the six weeks preceding polling day. The present notice supplements this deliberation. It applies to all radio and television services shown in Saint-Pierre-et-Miquelon with effect from the opening date of the election campaign, March 5, 2012.

1. Statements made by broadcasters and forwarded to the French Superior Audiovisual Council

The following publishers electronically transmit to the French Superior Audiovisual Council weekly statements of the speaking times of candidates and their supporters:
- France Télévisions for the Saint-Pierre-et-Miquelon 1re service (radio and television).
- Radio Atlantique.

2. Obligations concerning other publishers

Other broadcasters shall provide the French Superior Audiovisual Council, at its request, with all information relating to the speaking times of candidates and their supporters.

3. Retention and transmission of other information

Publishers shall keep audio or video recordings of programs shown during the period covered by deliberation no. 2011-1 above and, where appropriate, communicate them to the French Superior Audiovisual Council.
This notice will be published in the Journal officiel de la République française.
