French Superior Audiovisual Council's opinion on the revision of the national plan for the reuse of frequencies freed by the end of analog diffusion overseas France
Opinion n° 2011-05 of March 30, 2011 on a draft amendment to the national plan for the reuse of frequencies released by the end of analog diffusion and on the draft modification of the national table of frequency band allocation
In accordance with article L. 41 of the French Post and Electronic Communications Code, the French Superior Audiovisual Council has been asked to give its opinion on a draft amendment to the national breakdown table for radio frequencies, as part of the implementation of the draft national plan for the reuse of frequencies released by the end of analog broadcasting, as provided for in article 21 of the amended law of September 30, 1986 on freedom of communication.
After deliberation at its March 30, 2011 plenary session, it issues the following opinion.
With regard to the streaming of part of the frequencies freed up by the end of analog terrestrial television broadcasting to very high-speed mobile electronic communications services, the Board takes note of the Government's decision to reallocate frequencies to electronic communications services for very high-speed mobile Internet access.
The Commission has taken these guidelines into account in its frequency planning model for the deployment of two multiplexes in the various overseas France departments and communities.
Under the provisions of the plan for the reuse of frequencies freed up by the end of analog diffusion, the Commission takes note of the objectives set by the plan in terms of the number of networks to be deployed. It has already identified the frequencies needed to deploy two digital terrestrial television multiplexes throughout overseas France. Where appropriate, it will consider the creation of additional DTT multiplexes, depending on available resources and the needs expressed by managers, as part of the public consultations it has launched or may launch in the future.
