Recommendation no. 2011-2 of January 4, 2011 from the French Superior Audiovisual Council to all radio and television services concerning the cantonal elections of March 20 and 27, 2011

The French Superior Audiovisual Council,

Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication, in particular articles 1, 13 and 16;

Having regard to deliberation no. 2011-1 of January 4, 2011 on the principle of political plurality in radio and television services during election periods;

After deliberation,

Adopts the following notice:

This notice applies to all radio and television services from February 7, 2011, i.e. six weeks before the first round of voting, in accordance with Article 2 of Resolution No. 2011-1 of January 4, 2011, until the day on which the election is won.

1. Statements made by the French Superior Audiovisual Council

The French Superior Audiovisual Council calculates the speaking time and airtime of candidates, political parties and groupings and their supporters on the following television services:
- TF1 ;
- France 2 ;
- France 3 for its national program;
- Canal + for its free-to-air program;
- M6.

2. Statements made by publishers and transmitted to the French Superior Audiovisual Council.

Each week, the following publishers transmit to the French Superior Audiovisual Council statements of the speaking time of candidates, political parties and groupings and their supporters on their airwaves:
- France 3 for its regional and local programs;
- France 5 ;
- Réseau France overseas France for its regional programs (radio and television) and for France Ô ;
- LCI ;
- I télé ;
- BFM TV ;
- BFM ;
- Europe 1 ;
- Radio France (France Inter, France Info, France Culture, France Bleu) ;
- RMC ;
- RTL.

3. Obligations for other publishers

Other publishers shall provide the French Superior Audiovisual Council, at its request, with all information relating to the speaking time of candidates, political parties and groupings and their supporters.

4. Retention and transmission of other information

The publishers referred to in paragraph 2 shall keep audio or video recordings of programmes shown during the period covered by this notice and, where appropriate, forward them to the French Superior Audiovisual Council.

This notice will be published in the Official Journal of the French Republic.
