In accordance with article 53 of the law of September 30, 1986 on freedom of communication, the French Superior Audiovisual Council is summoned to issue an opinion on the annual report on the implementation of the contract of objectives and means (COM) concluded between the State and the national program company France Télévisions for the period 2016-2020. The COM 2016-2020 summons the national program company France Télévisions to focus on three main strategic areas:
- support for creation ;
- innovation to serve audiences;
- transforming the company to make it "more agile".
These orientations are broken down into commitments, the monitoring of which is based on twelve indicators and a performance report submitted to the Board.
This opinion covers the execution of the COM for 2019, the fourth year of its execution.
