In accordance with article 53 of French law no. 86-1067 of September 30, 1986 on freedom of communication, the French Superior Audiovisual Council is summoned to issue an opinion on the annual report on implementation of the Contract of Objectives and Means (COM) signed between the French State and the national program company France Télévisions for the period 2016-2020.
The purpose of the COM 2016-2020 is to summons France Télévisions' strategic guidelines and set the public broadcasting group's economic pathway.
Three major orientations have been defined:
- supporting creation ;
- innovate to serve the public;
- transform the company to make it " more agile ".
