Order of November 21, 2001 setting the technical specifications applicable to digital television signal reception equipment (OJ of 11/23/2001) modified by the order of May 26, 2005 (OJ of 05/27/2005).

The Prime Minister, the Minister of the Economy, Finance and Industry and the Secretary of State for Industry,
Having regard to Directive 95/47/EC of the European Parliament and of the Council of 24 October 1995 on the use of standards for the transmission of television signals;
Having regard to the law of May 24, 1941 on standardization;
Having regard to Act no. 86-1067 of September 30, 1986, as amended, on freedom of communication;
Having regard to Decree no. 84-74 of January 26, 1984, amended, establishing the status of standardization;
Having regard to opinion no. 2001-6 of the French Superior Audiovisual Council dated July 10, 2001,
Decree :

Article 1
The present order sets out the technical specifications applicable to receiving terminals imported, offered for sale or distributed on French territory, which enable the reception of signals transmitted for the provision of digital television services to the public.

Article 2
The set-top boxes referred to in Article 1 must enable the reception of digital television signals that comply with the technical specifications defined by the interministerial orders issued in application of Article 12 of the aforementioned Act of September 30, 1986, and corresponding to the transmission schemes, the means of making them available to the public and the diffusion format for which they are intended.

Article 3
The terminals referred to in Article 1 which enable scrambled digital television signals to be decoded must process these signals in accordance with the common scrambling algorithm administered by the European Telecommunications Standards Institute, in compliance with the proceedings described in AFNOR documentation fascicle Z 86-289.
These terminals must allow the reproduction of television programs transmitted in the clear, provided they comply with the technical specifications defined by the interministerial decrees mentioned in article 2, corresponding to the transmission schemes, the methods of making them available to the public and the diffusion format for which they are intended.

Article 4
Televisions incorporating a digital decoder are fitted with a standardized digital interface socket conforming to one of the specifications in the list annexed to the present order, enabling connection of the conditional access scheme and other elements specific to digital television services.
