Fighting information manipulation on online platforms (Report 2021)
The law of December 22, 2018 on the fight against information manipulation imposes on online platform operators a duty to cooperate with Arcom, obligations of means and transparency towards their users.
These obligations of means include in particular: the implementation of a reporting scheme, greater transparency of algorithms, the promotion of content from verified sources, the fight against accounts actively participating in the manipulation of information, strengthening transparency on certain advertisements and media and information education actions.
Operators must make public the means and measures they devote to this in an annual declaration submitted to Arcom. The regulator is responsible for publishing a periodic report on the application and effectiveness of the measures taken by operators, which is summarized in this document.
This report on the means and measures implemented in 2021 complements the highly satisfactory assessment of cooperation with platforms during the two election periods, the report on which was published by Arcom on November 2, 2022.
In addition, Arcom wanted to draw some initial general lessons from more than three years of implementation of the law, and outline a few prospects in terms of fighting information manipulation in the context of a profound development in the French and European regulation framework.
