Arcom and the Centre national du cinéma et de l'image animée (CNC), in conjunction with the French Ministry of Culture's Direction Générale des Médias et des Industries Culturelles (DGMIC), have undertaken a study to assess the initial impact of the implementation of the on-demand audiovisual media service (ADMS) decree on the French film and audiovisual production sectors.

The study was presented on Tuesday November 26, 2024, at Arcom headquarters, at a press conference entitled "Décret SMAD: trois ans après, quel impact sur le financement de la création?", by Roch-Olivier Maistre, chairman of the French regulatory authority for audiovisual and digital communication(Arcom), Antoine Boilley, chairman of Arcom's "Audiovisual, cinematic and musical creation and production" working group, Olivier Henrard, chairman of the Centre national du cinéma et de l'image animée(CNC) and Cécile Lacoue, director of the CNC's studies, statistics and forecasting department.
