    The law requires economic operators to make Ebooks and specialized software accessible by June 28, 2025. Arcom, in charge of monitoring these obligations, has published guidelines for the accessibility of Ebooks and software.

    Since its designation as the authority responsible for monitoring the accessibility of digital books and the software required to use them by article 48 of the amended law of February 11, 2005 for equal rights and opportunities, participation and citizenship for people with disabilities, Arcom has engaged in dialogue with representatives of the public with disabilities, public institutions in the book industry, technical intermediaries and economic operators - book publishers and their representatives, distributors, retailers.

    In June 2024, it also organized a public consultation to gather comments from interested parties on certain issues relating to the accessibility of Ebooks, a summary of which was published in October 2024.

    These consultations revealed the need to clarify the scope, both for economic operators subject to the law and for people with disabilities, of certain legislative and regulatory schemes explained in the document available for downloading below.

    The present guidelines therefore clarify the accessibility requirements expected of economic operators, as well as the procedures for implementing Arcom controls.
