For their third collaboration, the French Superior Audiovisual Council (French Superior Audiovisual Council) and Hadopi, in association with Arcep, the Competition Authority and the CNC, have chosen to examine the effects of the proliferation of subscription-based video-on-demand (SVOD) services, and more generally of pay-per-view audiovisual offerings, on the strategies of players and the behavior of consumers. This raises economic, cultural and societal challenges that are central to the concerns of Hadopi and the French Superior Audiovisual Council: maintaining a certain economic balance between SVOD services and traditional audiovisual players, promoting local production, promoting diversity of supply, and developing legal supply and uses that respect copyright.
