This published report is the first to be drawn up jointly by the French superior council of artistic and literary property (French superior council of artistic and literary property), the supreme authority for the distribution and protection of intellectual property on internet (HADOPI) and the CNC. These three institutions have decided to launch a new mission to contribute to the European debate on this subject.These reflections on tools for recognizing content and works fall within the context of Article 17 (ex Article 13) of the European Copyright Directive of April 17, 2019. This article makes provision for sharing platforms to use their best efforts to block or revoke unauthorized content in order to avoid liability in future. The notion of best efforts therefore gives crucial importance to technical tools for recognizing works, which already exist for certain content on several platforms (notably YouTube, Facebook and Dailymotion) and which are destined to develop and become more refined.
