The Pôle numérique Arcep-Arcom's digital usage repository aims to aggregate data from multiple sources, thus developing a global vision of different digital practices.

Editorial

The establishment of a repository of digital uses is one of the key areas of work for the Arcep - French Superior Audiovisual Council Digital Cluster (now the Arcep - Arcom Digital Cluster), set up on March 2, 2020.

The Pôle numérique aims to deepen the technical, economic and environmental analyses of digital markets, and to support the two regulators in the implementation of their new missions in the digital field. It also aims to provide the general public with common reference data on these subjects.

The digital usage repository contributes to achieving these objectives. By aggregating data from various established sources, it provides centralized figures on fixed network rollouts, mobile network coverage, Internet access, equipment in households, and Internet and audiovisual usage. This second edition of the benchmark integrates new themes, such as taking into account the environmental challenges of digital technology through smartphone equipment, or the use of parental control tools on the Internet.

The benchmark indicators highlight the ever-increasing increase in the deployment of very-high-speed fixed local loops, driven by fiber-optic local loops. The majority of premises equipped with active Internet access now have very-high-speed broadband. At the same time, the coverage of fourth-generation mobile networks continues to grow, enabling a steady increase in means data rates.

The increase in Internet penetration, the substitution of broadband for ultra-fast broadband, and the improvement in service quality have all contributed to the intensification of uses requiring network access. The use of social networks, interpersonal communication applications, online radio listening and online shopping all continue to increase. This growth in usage is accompanied by the development of parental control means. To protect minors from the dangers of using the Internet, the majority of parents of children aged 5 to 17 use means to control their browsing, with the primary motivation being to control the content viewed.

Under the provisions of these different services, the TV set remains the leading equipment in homes, and the vast majority are connected: 82% of TV sets have an Internet connection. In terms of audiovisual use, the number of average daily users of SVOD services comes under the control of health measures. Furthermore, in 2021, and despite a drop compared to 2020, individual TV listening time will return to its 2019 level in the 2nd half of the year. The rate of smartphone equipment continues to increase each year, making a significant contribution to the environmental impact of digital technology. A very large majority of people (84%) keep their smartphone for less than three years, and 52% keep it when they are no longer using it. In comparison, selling, donating or recycling are still minority practices.
