The aim of this study is to provide child protection professionals and Arcom with information on the use of sites offering pornographic content, and in particular on their use by persons under 18.

The exposure of persons under 18 to pornographic content on the Internet is increasing rapidly.Everymonth, 2.3 million person under 18s visit porn sites, a figure that has been rising rapidly over the past few years. From the age of 12, more than half of all boys visit these sites on average every month, and almost two-thirds do so between the ages of 16 and 17. On average, 12% of adult website traffic is generated by persons under 18. These results come from a new study produced by Arcom, and based on Médiamétrie internet audience data.

In accordance with the law of July 30, 2020 aimed at protecting against domestic violence, Arcom is responsible for enforcing the ban on access by persons under 18 to pornographic sites. Arcom has thus served formal notice on ten pornographic sites to implement concrete measures to prevent person under 18s from accessing their content. The Authority is also committed to prevention, in particular through the Protocole d'engagements pour la prévention de l'exposition des mineurs aux contenus pornographiques en ligne.
