Arcom and the Pôle d'Expertise de la Régulation Numérique, are organizing a workshop on access to data for research on Thursday, October 12, 2023. The aim is to enable researchers to discuss the impact of the Digital Services Regulation on their work, to assess whether its implementation would resolve certain difficulties of access to data for research, and to discuss the process of this access.

The recent adoption of the Digital Services Act (RSN) provides a new regulatory manager to increase the transparency and accountability of large digital platforms. In particular, Article 40 (Access to and control of data) aims to establish a clear and transparent process for accessing data for research purposes. These new accesses will multiply the collective capacity to identify and analyze systemic risks potentially generated by large digital platforms.

The French regulatory authority for audiovisual and digital communication,Arcom, has already launched a public consultation on access to data for research purposes. The summary of this consultation, published in June 2023, puts forward a number of proposals for the proper implementation of the RSN.

The Pôle d'Expertise de la Régulation Numérique(PEReN) is actively contributing to the discussions surrounding the auditing of algorithms by participating in the reflection on the type of data required(see the French response to the European consultation on the implementation of Article 40 of the RSN).

Data access for research

To build on these initiatives, Arcom's Research Department and PEReN are organizing a workshop on October 12, 2023 on access to data for research. The aim of this workshop will be to enable researchers to discuss how their work might be affected by the implementation of the RSN, to assess whether this implementation would resolve certain difficulties linked to access to data for research, and to examine the process of accessing data.

The workshop will take place in Paris, at Arcom headquarters, and will be led by PEReN and Arcom researchers. Two successive panels will open a moment of interactive exchange on data access based on the experience and research of participants: what data would you have needed to deepen some of your analyses? What data would be relevant to request from platforms in the RSN manager to conduct future studies? What information about algorithms? What metadata?

We invite all interested researchers to take part in this workshop. For the sake of interactivity, attendance will be limited to around twenty people. It will also be possible to follow and participate in the event remotely via a link that will be communicated to you at a later date.
