Arcom approves change of control of Altice Média to CMA CGM group

Arcom has received a demand for a change of control of Altice Média in favor of the CMA CGM group.

This operation, subject to the approval proceedings provided for in article 42-3 of the law of September 30, 1986 on freedom of communication, concerns all services authorized by Arcom, namely national television services authorized on DTT (BFM TV, RMC Découverte, RMC Story), local radio stations authorized on DTT (BFM services operating in various regions) and radio services broadcast on FM or DAB+ (BFM Business, BFM Radio, RMC).

After carrying out an impact study, made public on May 22, interviewing the parties to the transaction on June 6 and examining the written contributions of third parties, Arcom decided at its plenary meeting on June 27 to grant approval for this transaction in light of the commitments made by the purchaser. These commitments relate to the ethical obligations of services offering news programmes, plurality, honesty and independence of news and programmes, the committee on honesty, independence and plurality of news and programmes, and the independence of editorial staff.

Prior to granting this approval, Arcom abrogated the authorizations for BFM Lyon mainland and BFM Alsace, as requested by Altice France, and adopted new agreements to enable these services to continue operating on non-hertzian networks. Today, Arcom is therefore summoning applications for the Lyon and Alsace areas, in order to reallocate the frequency resources made available following these abrogations.
