In 2023, Arcom, the Commission nationale consultative des droits de l'homme (CNCDH (National Advisory Committee on Human Rights), the Office anti-cybercriminalité (OFAC) and the Pôle national de lutte contre la haine en ligne (PNLH) created an informal think tank dedicated to fighting online hate.

Born of the desire of the four institutions to pool their expertise and exchange views on the future of policies to fight online hate, this group aims to protect users of online services from illegal acts of which they may be victims or witnesses.

As part of this process, Arcom, the CNCDH (National Advisory Committee on Human Rights), OFAC (represented by PHAROS) and the PNLH have produced a brochure for victims and witnesses of online hate. It explains what online hate is and how it is dealt with by the law.

It details, in several steps, what victims and witnesses can do to put an end to hateful acts, both vis-à-vis digital platforms and the relevant authorities. By presenting concrete possibilities for action, the brochure encourages everyone to take action at their own level to protect themselves against online hate.

It also presents the partner institutions and their respective missions in the fight agains this phenomenon.

The brochure is available in digital form on the websites of the four institutions, as well as in hard copy in places where it is most likely to be read by victims of online hate.

Arcom, the CNCDH (National Advisory Committee on Human Rights), the Office anti-cybercriminalité and the Pôle national de lutte contre la haine en ligne intend to continue their partnership, whose common objective is a safer Internet.
