Arcom prepares its deliberations through thematic working groups. Each member of the Arcom college chairs or co-chairs a working group, and acts as vice-chair of a second group. The Chairman and Vice-Chairman lead and set the group's objectives, under the impetus of the Board and in liaison with the departments. They are also the main contacts for players in the audiovisual and digital industries on issues that are within the scope of their group's competence. The seven permanent working groups, described below, are organized around the major missions that structure Arcom's activities, with a view to ensuring consistency and cross-functionality. Whenever necessary, specific workgroups will be set up to deal with subjects that cut across different missions.

Education, audience protection and social cohesion in audiovisual and digital media

The group examines issues relating to audience protection and major societal challenges in the audiovisual media and on online platforms, in particular: protection of persons under 18, media literacy, defense and promotion of the French language, public health, sustainable development, sports exposure, respect for women's rights, the fight against discrimination, fair representation of French society, consumer protection, accessibility and disability. In particular, it monitors the means used by platforms to ensure that persons under 18 are not exposed to unsuitable images and programs, as well as the quality and diversity of programs aimed at young audiences. Lastly, it is concerned with awareness-raising and prevention initiatives aimed at the general public, in particular schools and universities, on the protection of royalties and responsible digital use. In this respect, it ensures the preservation of certain legal uses of cultural works, particularly in terms of accessibility and exceptions to royalties.

Audiovisual, cinematic and musical creation and production

The group studies issues relating to the development of French and European production and creation in the audiovisual media. In this respect, it deals with issues relating to the protection of royalties and neighbor rights. It ensures that television and video-on-demand services comply with their obligations to broadcast and finance works. It oversees the application of rules governing the diffusion by radio services of original EOF songs and the promotion of musical diversity. It takes an interest in debates on the promotion of musical diversity by online music services.

The group ensures that audiovisuel service editors respect plurality in the expression of currents of thought and opinion. It also ensures compliance with their obligations in terms of program ethics, particularly with regard to rights and freedoms and human dignity.

Supervision of online platforms

The group is responsible for the systemic regulation and supervision of online platforms, particularly in terms of fighting against the manipulation of information and against hateful, unlawful and harmful content. In this capacity, it is following the European negotiations on the proposed Digital Services Act regulation, and will monitor the implementation of the regulation's provisions on the supervision of online content platforms.

The group deals with all issues concerning the economic and technological development of radio services: DAB+ deployment strategy and FM landscape development, frequency planning models, calls for tender, application and development of agreements, analysis and support for economic and competitive changes in the sector and in usage (podcasts, online music access, etc.).

The group is responsible for television services and on-demand audiovisual media services (SMAD). It examines and prepares all decisions concerning market access for these services: calls for applications, authorizations and agreements. More generally, it deals with issues relating to their economic regulation. The group is also responsible for the diffusion and distribution of audiovisuel services. It oversees the modernised digital terrestrial television platform, and is responsible for economic and competitive studies of new digital audiovisual uses and services.

Protection and diffusion of sports-related creation and contdnt on the Internet

The group ensures that the development of legal cultural and sports supplies is encouraged, and focuses on the design and deployment of tools to guide Internet users towards these supplies. As a specialist in matters relating to the implementation of measures to protect cultural and sports content on the Internet, the group monitors: the proceedings to characterize services unlawfully showing cultural content; the fight against mirror sites; live blocking measures for services illegally showing sports-related contdnt. It promotes the conclusion of agreements with intermediaries likely to contribute to the fight agains piracy, and evaluates their application. It also monitors international fight agains piracy strategies. The group is also responsible for regulating technical measures for identifying copyright-protected content, in particular automatic content recognition technologies implemented by platforms.
