The French regulatory authority for audiovisual and digital communication (Autorité de régulation de la communication audiovisuel et numérique), Arcom, is made up of a nine-member board, departments reporting to its chairman and headed by its managing director, and sixteen regional offices.

Each member of the college chairs or co-chairs a working group, and acts as vice-chair of a second group. As of January 1, 2022, the College comprises Roch-Olivier Maistre, Chairman, and eight members: Jean-François Mary; Carole Bienaimé Besse; Hervé Godechot; Benoît Loutrel; Juliette Théry; Anne Grand d'Esnon; Denis Rapone; Laurence Pécaut-Rivolier.
A College secretariat provides the means necessary for the smooth running of the College and its weekly plenary meetings.


Arcom's services have been organized to cross-fertilize the expertise of teams from the French Superior Audiovisual Council and Hadopi. These teams, made up of staff with varied backgrounds and experience, are ideally placed to meet the challenges facing the audiovisual and digital communication industries.

Roch-Olivier Maistre, Arcom's Chairman, has renewed his confidence in Guillaume Blanchot, who until now has held the position of Director General of the French Superior Audiovisual Council, and has accompanied the institution's profound transformations since 2016. Guillaume Blanchot will carry out his duties with the help of two deputies, Frédéric Bokobza, previously Deputy Director General of the French Superior Audiovisual Council, and Pauline Combredet-Blassel, previously Secretary General of Hadopi.

The General Management supervises the General Secretariat for Territories, which coordinates the activities of the sixteen territorial audiovisual committees based in mainland and overseas France, the secretariat of the College and the departments that make up the Authority's organization chart.These departments - some of which have been newly created - number ten: the Creative Department; the Audience, Plurality and Social Cohesion Department; the Television and Video on Demand Department; the Radio and Digital Audio Department; the Online Platforms Department; the Research, Economics and Forecasting Department; the European and International Affairs Department; the Legal Department; the Communications Department; and the Administrative, Financial and Information Schemes Department.
