The French regulatory authority for audiovisual and digital communication (Arcom) and the Ministry of Justice are pleased to announce the signature of a national agreement aimed at going paperless between Arcom and public prosecutors / prosecution services as part of the graduated response proceedings.

This partnership, which forms part of the go paperless criminal proceedings initiated by the Ministry of Justice's "Digital Criminal Proceedings" (PPN) program, is designed to enable Arcom to use the secure file exchange platform known as "PLEX", deployed by the Ministry.

The graduated response proceedings implemented by Arcom are a scheme designed to ensure respect for copyright against infringements caused by the piracy of cultural works on the Internet. It involves sending warnings (educational phase) and, in the event of failure, forwarding to the judicial authorities files revealing facts likely to constitute an infringement of copyright (criminal phase), which concerns almost 1,500 proceedings per year.

The signing of this agreement is an important step both for the deployment of the PPN and the efficiency of the criminal justice system, and for the conduct of Arcom's mission to protect works through the graduated response proceedings, which are themselves natively digital.

About the "Digital Criminal Proceedings" program launched by the Ministry of Justice:

The "Digital Criminal Procedure" program, set in motion in 2019 by the Justice Programming Act, aims to develop the go paperless of criminal proceedings, in order to make criminal justice more efficient and more accessible, to the benefit of litigants, investigating departments and courts.
