On Friday, February 6, 2026, Arcom took note of the preliminary conclusions adopted by the European Commission as part of its response to the addictive nature of the TikTok interface, particularly with regard to persons under 18.

The European Commission's preliminary view is that TikTok has infringed the Digital Services Regulation (DSR) due to its addictive design based on features such as infinite scrolling, automatic video playback, push notifications and its highly personalized notice scheme.

In addition, the Commission considers that TikTok has not adequately assessed how these addictive features could harm the well-being of its users, including persons under 18, and has not implemented reasonable, proportionate and effective measures to mitigate this risk.

The Commission's preliminary conclusions are based on contributions from researchers and experts, recent work by the French National Assembly's and Senate's commissions of inquiry, and contributions from Irish regulator Coimisiún na Meán (CnaM) and French regulatory authority for audiovisual and digital communication (Arcom).

Arcom welcomes the Commission's work, which should make it possible to force TikTok to modify the design of its service and thus protect its users from any risk of addiction linked to the use of this platform. Should TikTok fail to comply with its obligations under the Digital Services Regulation (DSR), Arcom would call on the European Commissioner to be extremely firm in implementing the legal sanctions provided for under the DSR.
