General Manager Guillaume Blanchot to leave Arcom on July 1
As announced at the end of the Council of Ministers meeting on May 31, 2024, Guillaume Blanchot, Managing Director of the French Superior Audiovisual Council, then of Arcom, will be leaving his post on July 1 to join the French National audit office as a senior expert advisor.
A graduate of the Ecole Nationale d'Administration (Cyrano de Bergerac class), Guillaume Blanchot first joined the Ministry of the Economy, Finance and Industry, where he was in charge of relations with Maghreb countries, then trade negotiations on agriculture.
He joined the Centre national du cinéma et de l'image animée (CNC) in 2003 as project manager to the financial and legal director, before becoming director of multimedia and technical industries, then director of audiovisuel and digital creation.
In 2014, Guillaume Blanchot joined the culture division of the Prime Minister's office before taking over, in 2016, as CEO of the French Superior Audiovisual Council, which became Arcom on January 1, 2022.
His tenure as Director General was marked by significant transformations in the audiovisuel and digital landscape, and by a massive extension of Arcom's remit. This period saw the regulator's remit widen to include streaming and online platforms, while also managing the merger with the supreme authority for the distribution and protection of intellectual property on internet.
Guillaume Blanchot's diverse experience and professional and human qualities were unanimously appreciated by both his contacts and his teams, and he managed this period of upheaval to perfection. His drive, hard work and strong sense of public interest have enabled Arcom to transform itself in depth and accompany the sector in its developments, to become a regulator with a solid European base.
Roch-Olivier Maistre would like to extend his warmest thanks to Guillaume Blanchot for his invaluable and talented collaboration over the years, and for the impressive record of achievement that surrounds his tenure at the head of the regulator's services.
The College and the Authority's teams join him in wishing him every success in his new and distinguished role at the National audit office. There is no doubt that his extensive experience of public transformation, his legal and financial expertise, and his detailed knowledge of collegial deliberation and the ethical obligations that go with it, will be invaluable to the Court's work.
Guillaume Blanchot will step down from his position at Arcom on July 1. The name of his successor will be announced shortly.
