Invitation to tender for two DTT services
The French regulatory authority for audiovisual and digital communication is today issuing a call for bidders for the production of two national television services to be shown on terrestrial free-to-air channels on a full-time basis in high definition.
This call is being issued in view of the expiry of the authorizations currently granted to the TF1 and M6 services. The radio resources, available from May 6, 2023, are included in the R4 and R6 multiplexes.
The Authority will assess each application in the light of the criteria set out in the Act of September 30, 1986, and those specified in the present call for tenders, in particular its interest for the public, its commitment to supporting creativity, its contribution to plurality of information and socio-cultural expression, and the measures taken to protect the public and society at large.
For the first time in a call for applications, the Authority is summoning candidates to make commitments in favor of the major societal challenges of media literacy, information literacy and digital citizenship, on the one hand, and environmental protection and the fight against climate change, on the other.
Applications must be sent to the French regulatory authority for audiovisual and digital communication by go paperless, in strict compliance with the following proceedings:
- no later than noon, Paris time, on January 16, 2023, under penalty of inadmissibility, the applicant must send ane-mail requesting the electronic submission of the application file;
- no later than noon, Paris time, on January 23, 2023, failing which the application will be declared inadmissible, the applicant must submit the complete application file, in accordance with the proceedings specified by the Authority. Applications submitted may be modified, supplemented or replaced up to the same date.
After examining the admissibility of the applications submitted, the Authority will hold a public hearing of the candidates in February, and then select two applications. It will then enter into negotiations with the candidates concerned with a view to concluding the agreements, and finally issue the authorizations for use of the radioelectric resource.
